Trying to assimilate a neutral village by building a factory nearby where they can work. The finished goods from that factory may be sold into the village too.

Planting spies of corresponding nationalities into the village should reduce its resistance to the player's rule.

Victory in the first (very easy) scenario. It is possible to continue playing on the same map after the scenario goal is achieved.

Peaceful assimilation of a multinational village is no simple task. It requires some patience and coordinated efforts of spies and talented generals.
