Not sure if this is known, possibly not since I still see the smaller versions uploaded...but you can get a larger version than the one shown by using this URL:

Sometimes however the image will be different than the game's store page.

The Capsule images are only used in specific parts of the site, like curator pages, as shown here:
http://store.steampowered.com/curator/537829-Ludum-Dare/
They're also used in the main storefront, as sale banners. All of the images at the top at the moment are capsule images.
The thing is, these images are not used in the store pages for the game. They're just promo images. So I personally do not consider these to be proper cover artwork.
