Edit I figured it out. It was a Macintosh game Patriot Command.

Missile command or warhead type game. Black screen with colored city's on bottom of the screen vary similar to the games mentioned above but as I searched this site I was unable to find the exact game. Played on Windows in the early 90s not sure what windows platform. I should also say that it's very possible it had been released years before I played it.
