This game was one I recall from the mid 90's on Dos gaming, it had pretty good graphics for the time I think it was more of the fractal style 3d between the early polygon stage and the fractal style 3d that was used briefly before full 3d and quake started.

You could steal and pilot all different kinds of vehicles, flyers, hovercraft, tanks, submarines or go on foot. It had ground based vehicles as well as flying and underwater and you could also go on foot if your vehicle got destroyed. The game was pretty good sized open world, I don't recall if there was a story or purpose to the game other than that we played it more as a big openworld sandbox, sort of an early sci-fi inspiration for GTA.

The description reminds me of the game "Midwinter".

A second guess is "Hunter" although only being released on the Amiga and the Atars ST.

Edit: It could also be "Flames of Freedom" the sequel to "Midwinter".
