As the name implies, Carter Follis Software Associates is a game development studio by Roy Carter and Greg Follis. It is unclear why they used another name, as they had founded Gargoyle Games Ltd together in 1983 as a development and publishing studio of software. In later years however, they started to publish games under their own FTL - Faster Than Light, so it's possible they used different names to differentiate between development and publishing activities.
